The MITRE Corporation has an experimental license to conduct research using the HF bands in the event of satellite disruptions. It may not be as sinister as some are claiming, at least so it appears.
ARRL Warns MITRE Corporation not to interfere with HF bands.

The program titled “The Hawk” located at the Steve Quayles website. (www.stevequayle.com) and last night he advised the ARRL has been notified by the FCC that they have contracted with a company called Mitre Corporation for the purpose of research and communications at their discretion. This includes all bands including GMRS and FRS. They have been authorized to operate on the wide band spectrum. The purpose is to jam sections or entire HF bands in the U.S. He reports that this Mitre Corporation may be an off-shelf corporation related to the CIA. In this case power has been given to a 3rd party to jam all ham and radio communication in the U.S. Here is the link to listen to the broadcast.

Thoughts from JJS: Although I’m less than completely trustful of the federal government, I’m not convinced this is a secret CIA operation to block ham radio transmissions. They have the technology and infrastructure/support elements to do that already. All they would need is an executive order to execute. It is my understanding that the government is looking for ways to exchange large bit, wide-banded data in the event of satellite communications disruptions. For example, the Russians and the Chinese have ‘Satellite Killing’ weapons. If I were in charge, I’d be looking for ways to continue to function without satellites too. If the system ‘collapses’, you can bet that the government would restrict or ban the use of all ‘non-approved’ communications in the amateur radio bands. It would be a privilege extended to RACES and government entities. Plan on it.
I have the Undien Home Patrol II Scanner and it is truly ready to go once you plug it in. In Hawaii I can’t pick up Police or Fire as they are not using updated systems yet. The City says maybe 2016 or 17 they will get on board with the Project 25. From the City: “The P25 RFP has already been issued. Two vendors have responded, and the City is working on site visits on the mainland.”
